Late quake filings improperly denied

CALIFORNIA insurance commissioner Charles Quackenbush issued a legal opinion in favour of state homeowners hit by the January 1994 Northridge earthquake suggesting that many late-filed claims have been improperly denied, writes Jim Lamb, San Francisco.
