Legal approval for California car plan

AFTER eight years, three insurance commissioners, and at least four iterations of auto insurance rating rules, California‘s Office of Administrative Law (OAL) has approved a set of Proposition 103-mandated regulations requiring premiums to be based primarily on a driver‘s safety record, annual mileage, and driving experience, writes Jim Lamb, San Francisco.
