What’s behind the flag?

Some 101 years have intervened between the introduction of the 1894 Merchant Shipping Act and one of its many descendants, the 1995 act, which in effect consolidates all MSAs since and including the 1894 act. This commentary reflects, superficially only, on the considerable difference between the world of those days and the world of these days, particularly the world of shipping.
