Guidelines on the Offering of Asset-Backed Debt Securities

In a new initiative to develop the Malaysian corporate bond market, the Securities Commission (“SC”) recently issued a set of Guidelines on the Offering of Asset-Backed Debt Securities. Any issue, offer for subscription or purchase or invitation to subscribe for or purchase, asset-backed debt securities (“ABS”) will require the SC’s approval and the Guidelines, set out the SC’s criteria for securitisation transactions.The criteria cover assets that may be securitised, “Originators”, “True Sale” and Special Purpose Vehicles.
