Toa Re and the Japan Earthquake pool were the only professional reinsurers in Japan until the market was deregulated in 1998. But despite the entry of foreign reinsurers into the Japanese market, Toa Re remains the reinsurer of choice for Japan’s non-life insurers. The company, however, is only too aware that this particular situation will change with time and is currently in the process of transforming both its local and global businesses to accommodate the new competition.
