IMO wonders how to start its fight against flagging fraud

The IMO says fraudulent ship registrations are an urgent threat to safety, the environment and the rules-based order. But a holistic, global fix to the problem is not going to come overnight, writes Declan Bush of Lloyd's List

The IMO's work on preventing fraudulent flag registration is crawling forward, but states are split on how to go about it. Flag fraud and the growth of dark fleet* shipping threatened maritime safety, security and the environment, the Legal Committee's LEG112 meeting was told in March.
