Woolf impact on pre-action behaviour

A research study by the Law Society and Civil Justice Council on the impact of the Woolf reforms on pre-action behaviour give mixed findings. While the pre-action protocol framework and timetable was intended to encourage a focus on key issues at an early stage leading to quicker and easier settlements, this has not been as financially effective as hoped.
