Cop28 opens with ‘breakthrough deal’ on loss and damage fund

Delegates meeting at the UN climate talks in Dubai have agreed on the operationalisation of a fund that will help compensate vulnerable countries coping with loss and damage caused by climate change

The first major milestone of the climate talks in Dubai has been achieved, with a historic agreement to operationalise a fund to assist developing countries that are particularly vulnerable to the adverse effects of climate change, known in the negotiations as “loss and damage”.
