City liable for emergency service failures

The First Appellate District of California has held that government agencies can be held liable for the actions of 911 emergency medical dispatchers. They are not entitled to the limited immunity of rescue personnel such as firefighters.This decision, in Yong Shao Ma v City and County of San Francisco , arose from ambulance delay leading to death. This is likely to be appealed to the Supreme Court.
