Sizer was a Singapore company engaged in trading base metals. In September 2017 and May 2018 Sizer entered into two contracts with Excellent Mining in Rwanda for the purchase of tin concentrate. The first contract was for six shipments of tin concentrate: the first five shipments were shipped and received in Penang, but the sixth shipment was found on its arrival in Penang in July 2018 to contain iron oxide and not tin concentrate.
