In two requests, the Tribunale amministrativo regionale per la Sicilia (Regional Administrative Court, Sicily, Italy) sought preliminary rulings on the interpretation of Directive 2009/16/EC (the Directive) on port state control and on the International Convention for the Safety of Life at Sea 1974.
