Sizer Metals Pte Ltd, a Singaporean company carrying on the business of trading base metals, ordered nine shipments of tin concentrate from Excellent Mining Co Ltd, a company incorporated in Rwanda. The first five shipments were uneventful, and the drums of tin concentrate arrived in Penang safely. However, the contents of the sixth to the ninth shipments were on their arrival in Penang found to have been swapped with iron oxide.
