Zero tolerance costs US$50mn

New York’s tough approach to crime in the late 1990s under Mayor Giuliani, with zero tolerance leading to strip searches of even such minor offenders as fare dodgers, has led to a spate of claims. Settlement has been achieved through a US$50mn fund that will pay compensation ranging from US$250 to US$22,500 to around 50,000 people, according to the amount of illegal treatment and its aftereffects.
