Viewpoint: The rise of 'act of terror' liability

The purpose of airports, aeroplanes and hotels is to provide transportation and accommodation. The mission of schools and churches is to provide places for children and congregants to learn and worship. And restaurants and concert arenas are where friends and families gather together to have a good time. But all these places have also been the target of horrific acts of violence, mass shootings and terrorist attacks, as the terrible killings at two mosques in Christchurch have reminded us all too recently.
