The court was asked to give a ruling on certain issues concerning the welfare of P, a 49-year-old man who lacked capacity
to make relevant decisions. P had suffered all his life from significant learning difficulties and behavioural problems, which
were the cause of his lack of capacity and which placed considerable burdens on his parents in caring for him. P also suffered
from agoraphobia and was almost blind.
