Weighty matters – the new VGM Regulations

Andrew Glynn-Williams, of Weightmans LLP, discusses the implementation of new container weighing rules


1 July 2016 saw the introduction of an amendment to SOLAS Chapter VI Regulation 2 concerning weighing of containers to be loaded on to a vessel. In particular, the amendment makes it a requirement that before a container is loaded onto a vessel, it must be accompanied by a verified gross mass certificate (VGM). This verified weight includes the total of the tare weight of the container and its contents, including packaging pallets etc. Importantly, it should be noted that the obligation to provide the VGM falls on the shipper.
