decade after The Fraud Review [1], which contemplated building “an anti-fraud
culture throughout society [based on] deterrence, prevention, detection,
investigation, sanctions and redress for victims”, has the UK government
delivered? asks the Fraud Advisory Panel (FAP) in a plangent retrospective
published on 5 July [2].
