The ICSID Reports are a specialized series published under the auspices of the Research Centre for International Law, University of Cambridge. The Reports are solely devoted to reporting decisions rendered in connection with, pursuant to or with implications for, proceedings brought under the 1965 Convention on Settlement of Investment Disputes between States and Nationals of Other States (the ICSID Convention). The latter established the International Centre for Settlement of Investment Disputes (ICSID or the Centre), instituting specialized procedures for the arbitration or conciliation of investment disputes. But the Centre itself neither settles nor resolves investment disputes. It only facilitates the voluntary settlement or resolution of such disputes between Contracting States and nationals of other Contracting States by arbitrators or conciliators appointed by the parties or on their behalf in accordance with the provisions of the Convention and the applicable arbitration or conciliation Rules. The Convention has, as of 5 September 1997, 129 Contracting States. As would be expected, the ICSID Reports will also cover proceedings brought under the Additional Facility Rules of 1978, which, although administered by ICSID, fall outside the ICSID Convention.
The ICSID Reports, which first appeared in 1993, are now in their third volume; volumes 2 and
3 are the subject of this review. It could be gathered from these volumes that volume 1 of the Reports
