The claimant, an Iranian company, was the bill of lading holder in respect of a cargo of iron ore carried from Bandar Abbas, Iran, to Tianjin, China on board the defendant’s vessel Bao Yue under a voyage charter. The charterer was a Chinese company in the Qisheng Group.
