Deep and wide
Corruption begets fraud and fraud begets corruption, and there are few harder crimes to tackle than complex frauds rooted
in institutionalised and culturally tolerated corruption. As a result, the work of international organisation Transparency
International has been key in fighting fraud worldwide, especially that linked to corruption.
Huguette Labelle, 70, was elected chair of Transparency International in 2005. Upon her election, she professed to being “deeply honoured”,
calling TI a “vitally important organisation”, able to “contribute to improving the lives of the victims of corruption around
the world.” M Labelle, a Canadian, has been president of the Canadian International Development Agency, vice-chair of the
World Health Organisation’s working group on health and development policies, Canada’s deputy minister of transport, and chairman
of the Public Service Commission of Canada. She is currently Chancellor of the University of Ottawa, the city where she was
