Regina (Tshikangu) v Newham LBC (QBD TLR 27 April)

Without informing the local authority, the applicant began judicial review proceedings against them for their failure to provide him with suitable accommodation. He was subsequently provided with suitable accommodation, but did not inform the court of that and was granted permission to apply for judicial review. The applicant argued that although he no longer had any personal need for judicial intervention, it was necessary to continue the proceedings to establish the unlawfulness of the local authority’s procedures in general.
