Certificates for Counsel – Direction

The Civil Procedure Rules contain no requirement for a certificate for counsel to be obtained. PD 44.3 paragraph 2.6 provides that where there is to be a detailed assessment it is open to the court to express an opinion as to whether or not the hearing was fit for the attendance of one or more counsel and the costs officer conducting the detailed assessment to which that order relates will have regard to the opinion stated.
