Demurrage - Berth not reachable on arrival because of weather conditions - Delay in berthing incurred by reason of breakdown of vessel’s windlass - Whether charterers liable for delay

The vessel was chartered on the Asbatankvoy form. When the ship arrived at the discharge port (when she was already on demurrage) she was not able to reach a berth because of weather conditions. She accordingly gave notice of readiness and anchored at that time. But for the weather conditions she would have been able to go straight into port and anchor at the multi-buoy mooring to which she was destined to go.
