Marine insurance - Whether vessel sunk at anchorage had been “sent to sea” within meaning of Marine Insurance Act 1906

The vessel sank whilst undergoing repairs at the Eastern Anchorage in Singapore. At the time of the sinking the vessel lay within port limits, about two miles from the shore and in 10 fathoms of water.
