Admiralty action in rem - Arrest of associated ship - Whether 1983 Admiralty Jurisdiction Act has retrospective application

The appellant, a foreign company, brought a claim against the vessel Pericles, owned by A (a Panamanian company), arising out of a time charterparty. The appellant alleged that, as a result of the negligence of the shipowners, the Pericles became unseaworthy and came to grief when she suffered an explosion in 1978 which caused the appellant to sustain damage. The dispute was subject to arbitration in London.
