Laytime - Exxonvoy 69 form - Whether time spent flushing sea line and ballasting fuel barge counts as laytime

The defendant charterers chartered the vessel Altus from the plaintiff disponent owners on the Exxonvoy 69 form. The vessel was to load a cargo of crude oil in North Africa for carriage to Italy. The vessel went to Ashtart. Loading took place from a barge 4 miles offshore. A 20'' sea line ran from the barge into the bottom of a buoy 1 1/2 miles away. The loading vessel was secured to the buoy by chain, fuelling hoses were run from a swivelling manifold at the top of the buoy to the vessel.
