Exclusive jurisdiction clause - Whether arrest of vessel outside that jurisdiction should be upheld

Following engine failure off Tunisia the 29-year-old Lisboa was towed in to La Goulette. She was en route from Buenos Aires to Chioggia, N. Italy with a perishable cargo. The vessel was then towed from Tunisia to the discharge port. Both tows were paid for by the cargo owners.
