Vessel detained at loading port - Whether due to shut-out cargo - Whether charterers liable for damages for detention

The vessel was chartered on the World Food 99 form to carry a part cargo of 11,000 mt bulk wheat plus empty bags from Dunkirk to Djibouti or Sarbera. After the charter was concluded the parties agreed that the owners might load another smaller parcel for another charterer. That was on the basis that the cargo under the present charter was to be loaded first and discharged first; and the freight rate was also reduced slightly.
