Admiralty jurisdiction - Whether Admiralty Court has jurisdiction to entertain a claim to enforce an arbitration award relating to a dispute arising out of a charterparty

The vessel Dacia was chartered under a bareboat charter which was governed by Romanian law and provided that any disputes should be resolved by arbitration in Romania. Disputes arose under the charter and were referred to arbitration in Romania. Two awards were made by the Constantza Court of Arbitration. In the first award the charterers were awarded damages of US$186,532, and in the second award the charterers were awarded damages of US$238,072.
