Laytime - delay at loading port caused by draft survey carried out for benefit of shippers - whether delay counts as laytime

The vessel was chartered on the Gencon form for a voyage from Rotterdam to Bandar Imam Khomeini with a cargo of bulk petcoke. There was a delay in providing cargo documents at the loading port due to the fact that a draft survey was carried out on the completion of loading. The owners said that that was done for the benefit of the shippers.
