Vessel ordered to be re-arrested under Section 21 of Admiralty Act 1988 - Whether order made erroneously - Whether re-arrest should have been subject to condition that applicant provide security for costs

BPS Shipping Ltd (“BPS”) brought proceedings in rem against Laemthong International Lines Pte Ltd (“Laemthong Singapore”) as owners of the vessel Laemthong Pride as the surrogate for the vessel Nyanza . BPS alleged that Laemthong Singapore was the registered owner of the Laemthong Pride and at the relevant time was also the voyage charterer of the Nyanza , which was on charter from BPS.
