Vatican banks on flexibility with AML framework

The financial reform agenda under Pope Leo XIV and the Holy See restores a hybrid governance model, where AML/CFT oversight is shared by Vatican City's financial institutions and external entities. However, as Brenda Dionisi reports, such fragmentation - while promoting compliance with international AML/CFT standards - also creates enforcement challenges.
