13.1 Introduction

The sea and oceans have always been dangerous and unpredictable places. Even today, storms and waves, sometimes in combination with poor seamanship, cause many ship accidents every year. People have lost ships as long as they have been on the seas. As long as valuables have been lost, people have been willing to take the risk to recover them.
