Enforcement of rules to prevent pollution
Introduction
In an earlier chapter an outline has been given of the principles of international law which govern the legislative jurisdiction of states – i.e. their sovereign power to adopt laws applying to ships which fly their flags or are within their territorial jurisdiction.1 The present chapter deals with related but separate questions concerning their enforcement jurisdiction – i.e. the measures they may take to enforce national or international rules and standards.
