By an agreement dated 15 February 2007 between
the claimant (Union Marine) and the defendant (the Government) Union Marine was
authorised to act and accomplish on the Government’s behalf all acts and
functions relating to the maritime administration of Comoros, including the
registration of vessels under the Comoros flag.
