1 INTRODUCTION
At the time of writing the first edition of this book, a new Arrest Convention 1999 was approved by a Diplomatic Conference, which - if enacted by the UK - would have the effect of enlarging the list of claims and maritime liens that could be enforced in the Admiralty Court. 1 Six years on, and the Arrest Convention has not been enacted.
