Head owners refuse to permit vessel to proceed to Lebanon in accordance with sub-charter - Whether disponent owners liable to sub-charterers

In 1982 the vessel was voyage-chartered by disponent owners for the carriage of petroleum products from Rumania to Lebanon. When the vessel arrived at the nominated load port the head owners declined to permit the vessel to proceed to any ports in the Lebanon. The vessel did not perform the contracted voyage and the voyage-charterers brought arbitration proceedings for damages against the disponent owners.
