Whether owners liable for apparent cargo shortage after loading at Kharg Island

The vessel was chartered on the Asbatankvoy form for the carriage of a cargo of crude oil from Kharg Island. The quantity of cargo deliverd to the receivers at the discharge port was 1,187 tons less than that stated in the bill of lading. The charterers sought a declaration that the owners were liable to indemnify them against any claims from the receivers in respect of the alleged short delivery.
