Resolving choice of law where maritime liens involved

The Tento was a Norwegian flag vessel owned by I/S Norexim. Owners time-chartered her to Aspen Steamship Co., who sub-chartered her to Coin S.A. Both Aspen and Coin operated from New York City. The Tento had significant trade at U.S. ports. Norexim’s charter to Aspen provided that United States law would govern certain aspects of the agreement, and that the charterer was responsible for obtaining Tento ’s fuel oil.
