Delay in berthing vessel - Whether owners or charterers liable

The vessel was chartered on the Gencon form as amended. There was a delay between the time of the ship's arrival at her discharging port at 0125 hours on 21 November, and her berthing at 2130 on 24 November. Discharging started the next day. The charterers said that the owners were responsible for the delay.
