Time charter - Vessel grounded after leaving port of Paranagua - Whether port unsafe

The vessel was chartered on the NYPE form. Pursuant to the charterers’ orders the vessel loaded a part cargo of 34,000 metric tons of soyabean pellets, and then went to Paranagua to complete with a further 18,000 metric tons. On leaving Paranagua she had a brackish water draft of 11.2 metres (equivalent to 11.14 metres salt water draft).
