Charterparty - Delays caused by need to fumigate vessel to clear infestation resulting from previous charter - Whether owners or charters liable for the delays

The ship was chartered on the NYPE form for a time charter trip. Line 15 of the charter provided that the voyage was to be “with intended cargo of bulk fishmeal powder/pellets and bulk concentrates …”. By lines 18/22 the ship was to be “placed at the disposal of the charterers … vessel on her delivery to be ready to receive any permissible cargo as per line 15 and clause 76 with cleanswept holds free of insects, smell, to charterers’ satisfaction - see clause 70 …” (bold typeface indicates typewritten insertion into the printed form).
