16.1 Members of the International Group of P&I Clubs are party to an agreement under which they promise to recommend to their members “without qualification” that they follow a regime for apportioning liability for cargo claims arising under the NYPE form or the Asbatime charter forms. That is known as the Inter-Club New York Produce Exchange Agreement, or Inter-Club Agreement, or ICA, and the latest version was issued in July 2025.
