George Walker reviews the most important regulatory developments in the banking and financial area during 2004. He considers and assesses each of the main sets of reforms adopted at the international, European and United Kingdom levels, including the principal regulatory papers produced and responses agreed. He draws general conclusions with regard to the overall structure and content of the emerging new financial architecture under construction.

International financial standards are generally developed through a number of specialist inter-governmental or inter-agency
committees in specific sector areas. However, the main international financial institutions also carry out a number of important
international monetary and financing (funding) functions in accordance with their underlying constitutional treaties and mandates.
