Scope of the Review

In November 2003 the Financial Secretary to HM Treasury, Ms Ruth Kelly, announced that the Government would conduct a consultative review of the operation of the first two years of the new regulatory regime under the Financial Services and Markets Act 2000 (FSMA). The review was to be conducted around three main themes.
