Optional federal charter tries again in US

A fresh attempt to introduce an optional federal charter for insurers in the US has been filed in the Senate. The National Insurance Act of 2007 has been reintroduced by Senators John Sununu and Tim Johnson following an earlier attempt last year and features several changes, most importantly the inclusion of surplus lines to qualify under the federal charter.
