Application to the Criminal Injuries Compensation Board (CICB) in 1998 for compensation to cover life-long care needed because
of brain injury by parental violence when a baby. Claim still not determined by November 2002. Ruling that CICB delay was
unreasonable and claim to be determined within 28 days.
