Pre-emptive costs order; power to review an international instrument
Circumstances must be exceptional to allow a court to grant a pre-emptive costs order limiting the costs of the applicant.
This in allowing an application for such order by the Campaign for Nuclear Disarmament (CND) in the course of judicial review
proceedings against the Prime Minister and others.
