Determination of claim by CICA
It was unreasonable for the Criminal Injuries Compensation Authority (CICA) to fail, without good cause, to determine a claim
for compensation within a reasonable time of receiving evidence required. First redress was available in an order to determine
the award by a set date, rather than to award damages under the Human Rights Act.
