Failure to protect from sex abuse

A local authority that failed to protect the applicants, when children, from sex abuse by their stepfather violated both article 3 of the European Convention on Human Rights (prohibiting inhuman and degrading treatment) and article 13 of the Convention (right to effective remedy). No separate issue arose under article 8 (right to respect family life). Damages to be awarded.
